According to the communication my Solici- -tors must have made at my request to the Colonial Secretary, I am endeavouring to form a Syndicate to supply the necessary capital required to bring to completion the new plans, surveys etc., of the South side of Hongkong Island referred to by Your Excellency in Council, so that Your Excellency in Council may come to some definite decision as to the possibility of grant-

-ing to me the concession demanded for the building of the Rail-

-way, Tunnel and Houses contemplated in my scheme.

Sir Robert W. Perks, whom I interviewed in

the matter, would be willing to joint the Syndicate, everything being satisfactory, for a sum of £500, provided the balance of £2,000 is subscribed, and has delegated Sir Clifton Robinson to

make the necessary investigations.

Sir Clifton Robinson is leaving for China

next week, and in the course of an interview told me that he

will have the honour of seeing Your Excellency when in Hongkong. No doubt he will take the opportunity of discussing some of the points connected with the scheme with Your Excellency.

In my endeavours to secure influential

people as members of the Syndicate, I approached Sir Henry Blake

and this gentleman has favoured me with his views as to the

possible objections to my scheme which might be raised by the Military Authorities in Hongkong, and by the Defence Committee

at home.

In order to make Your Excellency conversant

with the correspondence we have exchanged on the subject, I have the honour to enclose for Your Excellency's perusal copy of

same.
